Most of the Rodgers expression pedals have an adjustment for the tension or friction of the pedal.
Open the back of the organ. If there is a cover over the expression pedals remove it. You will then see a screw with spring, and several washers on it. There will either be a nut at the end of the screw or it will just be the screw head--tighten the screw or nut to increase the friction.
Many other organs have a similar arrangement for the expression pedal tension.
