I know the feeling of practicing on an inadequate instrument, I've certainly had my share. Hang in there, and wait for something good that shows up near you. My advice to you is don't just get the next thing that pops up because you don't like your 22b. Whatever you decide on, make sure it is a definite improvement over the 22b, not just a different organ - otherwise you might be in the same conundrum as you are now. I'm not suggesting you wait for that perfect instrument, but at least try to get something that is a step above what you have now.

There are no shortage of old Allens and Rodgers that come on the market but finding one that you like, is within your budget and crucially its near to you will be unlikely.</p>
I have an idea. Why not go and visit a whole load of Churches in your area and see what they have. You might come across say a MOS or ADC Allen that isn't used much (perhaps they use guitars etc for service) in which case you could express your interest in the instrument to the pastor/priest. If the pastor has been dithering over whether to sell it recently, then someone expressing an interest to buy it is likely to sway his/her mind. Or on the other hand they may be planning to get a new instrument anyway, in which case you could add your name to the list of interested parties. </p>
The worst situation is that they'll say they won't sell, others might "hum" and "ha" about it in which case leave your phone number and let them think about it, and the best case scenario is that they are planning to get rid of it anyway. Just a thought.
