I checked it out in person a while back. Probably needs a rebuild. There was a lot of crackling and there was some warbling to the tone, even when vibrato was off.

Absolutely ! I have often wished eBay had a quick comment feature between buyers, shoppers and sellers in addition to the "formal" ask a question routine.
I wonder, too, if the seller has set a reserve on the price of the organ? Right now it's only being bid dirt cheap !
