Drawbars 1 and 3 extremely low volume on both manuals?

Hey everyone! Long time listener, first time caller... so here it goes:

A# preset, with only 16' pulled out I'm getting almost no volume from any note until key 25. But I clipped a lead to that drawbar and touched the 13 terminal and it plays at the proper volume on both manuals. The 8' is almost as quiet and when I touch the lead from that drawbar to terminal 13 it sounds normal. Where am I going next?

This is a 1958 C3 for reference.

Only on the A# preset, but similar on both manuals?

And what happens when you get to key 25? Does it suddenly jump up to a good level, or is it more of a gradual increase?

And when you count to key 25, you only count the white keys, right? Or are you including the preset octave in the count?

25 jumps right out at full volume. When I say the 25th key I am referencing the table in the service manual. it's the middle C. So that's frequency 25 as well, correct?

With the two drawbars you talk about it would be frequencies 25 and 37, respectively.

I think a video clip would help here. Your problem is a very odd one, which doesn't make much sense trouble shooting wise. The only thing that makes sense is that the first white octave is softer on the 16" drawbar, because that's normal operation... the rest sounds really odd the way you describe it.

So - make a little clip where you illustrate the problem and how it sounds! Also, play up the first octave on drawbar #2, just for reference. That'll help us hear for ourself exactly what might be the issue at hand.
