can a weak mercotac be oiled or fixed ?

the bottom rotor in my HL-722 works fine on the fast speed , but sometimes doesn't turn on the slow speed . Problem with the Mercotac perhaps ?

I believe the Mercotac carries the sound, not electricity for the motor. It shouldn't affect fast or slow.
