I found an old post that talks about them:
jbird: ......Many of the key actions that have been used by Rodgers and other builders have a metal post with a 90 degree bend at the top that serves as the upstop for the keys. There is one of these bent posts under each key. The 90 degree bend faces forward (toward the seated player) and will have a rubber "sleeve" that is pressed onto it to quiet the slap you'd otherwise hear when you release the keys....
I wonder if there is another repair for those, besides obtaining the original bumpers which I 'm sure are not available. I thought maybe a piece of surgical tubing?.
