No. Posts and comments appear in reverse chronological order in the Latest Activity view and the contextual relationship between posts and comments is lost. In the Posts view, comments appear in the context of the post being commented upon regardless of when they are posted. For that reason, quoting comments is not available in the Posts view, although you can certainly make the extra effort and do so by cutting and pasting.
In Latest Activity view, it is not possible to comment, only Reply to the thread as a whole. Since the context of the reply is lost, quoting is possible.
The key concept here is that comments are separated from their posts in the Latest Activity view as its purpose is to display a reverse chronological history of the postings, whereas the Posts view is intended to provide a contextual view. If the number of comments associated with a reply is so great that quoting is necessary, the conversation has likely drifted off topic.

Well let me try again. I meant to say that you can't comment on a comment and that quoting a comment in the Latest Activity adds the quote as a Reply that will not appear as a comment in either view.
