Sounds like a Conn organ? Movable busbars is how those sounds are turned on and off. The dark coloring is a vinyl material while the other is silver. The silver can be cleaned with an eraser careful not to disturb the contacts. The vinyl is more difficult to deal with. It tends to "wear out" and some replace it with metal bars. Cleaning with alcohol is pretty safe.
