Wurlitzer 4020 pulsing

I recently picked up a Wurlitzer 4020 for $15 at Goodwill, without knowing if it worked or anything. I got it home and plugged it in, and it has one major issue. The percussive sounds work fine, but any tonal sounds pulse at approx. 300 bpm. It doesn't play the initial attack from a key, but just picks up the note at the next pulse. This problem is consistent across both keyboards and the foot pedals, and with all combinations of stops. I'm including a photo of the organ, a photo of the stops, and a video of the issue.
