Welcome to the forum! Do you mean the Electone E70? Why don't you rebuild or repair the amp? If you can't rebuild it yourself, there may be a technician/engineer nearby that can do it for you. Otherwise you're going to have a hard time finding an amp that will work with the different drivers of the instrument.

If it's an E70 then a new amp won't help since the headphones are connected to the same output as the main channel speakers.

Is there a muting circuit? It could be a DC offset or something bothering the muting circuit. I had an issue like that with my Yamaha Electone E45.
