Casson Positive Organ

I've just acquired a 3 rank, one manual Casson Positive organ. I'd be very grateful for advice from anyone who has experience of refurbishing the 16ft and melodic treble fly pallet machines? The small pneumatic motors are in good condition, and seem to have been releathered, however they are not getting enough wind. The diapason and gedackt which sit on the main chest are playing fine but the Viol is on a separate pneumatic chest which seems very short of wind, both action and pipework.

Any suggestions before I start stripping it down?
