When I pull out 3 octaves of say, F, from the bottom row and F from the top row of reeds, I still get a tone when pressing the F key. How do you identify the guilty reed(s)?

Welcome to the Forum!
In that case, you simply pull one/two of the two/three reeds until you can single out the offending reed. In that case, you've identified the offending reed.
