      Thanks everyone!
      Upon further investigation, I found a number of tone wheels which had not yet loosened up after oiling. Using a small mirror and plastic probe, I was able to free them up while running, even the ones in the "back" row! I now have all tones on the manuals, as well as all pedals except bottom C, which I'm still checking. The run-down time after the free-up has increased from 6 seconds to 14, for which I am very grateful and satisfied. As to the lift strips, (or pedal pushers) they are all working normally. I wish I knew what meter test to use to verify the output of number 1. I tried the jumper wire to drawbar method for tone, but I'm not sure how well this works on bass pedal tone wheels although it did work for the manual tones. I'll continue to check wiring for breaks, but I'm beginning to suspect the cap and its accessories. Fortunately that one is easy to get to for anything to fix. Thanks, again!

        It works the same on bass pedal tones as on manual tones. You should be able to test tone 1 via a clip test lead.

        Sometimes stuck tonewheel shaft sub-assemblies will free up and re-stick a couple of times before finally freeing up.

          Keep in mind though, the pedal frequencies are wired in series on the M-series organs. If you want to listen to #1 only via the probe method, first depress the C bass pedal once (it's ok to let it go afterwards, you don't have to wedge it down) so that it engages and latches its contact - otherwise you'll hear a garbled mess of notes together when probing the terminal in question.
